: (1) A person who knows that someone has committed an act punishable under section 26 may file a complaint with the committee within thirty-five days from the date of such act.
(2) Notwithstanding anything written in sub-section (1), even if no complaint has been made to the committee regarding the action taken against this act, if the committee comes to know from any source about such action, the committee may investigate the matter and punish it in accordance with section 26.
